I have no problem paying sales tax on online purchases--it's not a major factor in whether I buy something online or local (overall price and availability being more important) but I know plenty of people love to "get away with" not paying sales tax to Amazon or what have you.
That said, from a business standpoint--oy, that makes my head hurt. I love how they threw in at the end that states would be required to make it simple for retailers to track and remit taxes. Hah! Each county in Florida has the option of imposing a county surtax on top of the state rate (but that only pertains to the first $5K of a purchase, something most local sellers don't even realize at times), but at least it all goes to the State Dept of Revenue in a single filing. States like Alabama you have to report to the individual county as each is more-or-less autonomous when it comes to sales taxes, and I seem to recall Louisiana is the same way with its parishes. Even if it passes, with the state contingencies involved I think it's going to be a long road before it actually goes into effect.
