Everything depends on what the machine is going to be used for...your needs and budget are the only real guides...
I'd go with any T60, or even a T61 with Intel graphics, they are well built machines and wouldn't be that expensive in today's day and age. As for upgrading your T23 with a SSD, your chipset will be the limiting factor since it won't be able to fully translate today's speeds. I'd stay away from that option... My $0.02 only...
