The problem isn't so much that the air is compressed as it is that it passes along a rubber or plastic hose at high speed and gets ionized by the friction in the process. This can be completely eliminated by using a metal nozzle and grounding that nozzle, though of course most people who use pumps aren't going to do that. Similarly, the problem with water/oil in the air can be eliminated using an inexpensive water trap filter.

Blowing air can also be used to *remove* static; I know people who do this with their LPs.
