If you are using Windows XP, that is the maximum that Windows XP will detect
on that machine.   On some other BIOS machines, Windows XP will detect 3.5
GB, but not on any machine will Windows XP detect more than 3.5 GB.

On 88.97 percent of computers with a BIOS capable of running Windows XP,
Windows XP Pro or Windows XP Home, Windows XP will NOT detect more than 3.0+
GB of memory.

Your machine is behaving normally.  If you install Windows VISTA or Windows
System 7, or Unix or Linux, that same machine will detect all 4 GB.
