On a different machine (T43p) under a different OS (XPProSP3) I encountered
the same problem and the same response to the same ipconfig release/renew
commands.  Although I wanted to stick with Access Connections (AC), the
only permanent solution was to stop and remove all AC and let Windows have
sole control of wireless, otherwise AC would control some aspect of the
process and Windows could not complete the connections.  Good luck.
