I've done this. There's now a "Patch Available" flag on each issue. It can be altered from the "Edit" page. It is shown in a "Patch Info:" section on the normal page, but only if it is set.
I will also add a "Thrift Review Queue" saved query that folks can bookmark, add to their home page in Jira, etc.
This is at http://tinyurl.com/3f53ku. Folks can add this to their Jira home page by clicking the "Configure: ON" button, adding a new portlet of type "Show Saved Filter", selecting "Thrift Review Queue" as the filter, positioning the portlet on the home page, then pressing "Configure: OFF".
