The Order of Services within the HTML page is also the same as within Thrift
IDL, so ToC would be the same order.
As long as there are is no service multiplexing functionality, people would
probably like to group services inside the IDL file by hand and alphabetic
order would break that.
What about the Key attribute for the Data Types Tables?
