All that is required is an account on a box outside of the restricted network - it doesn't even need root access. In particularly restrictive environments, I've had to combine a tcpserver tunnel with an ssh SOCKS5 proxy to obtain the desired result, but I have yet to find a network where I can't get to my IMAP accounts.
