I have to say sorry to Redbourn for my earlier careless mail. The
19b45 does work in getting mails as long as you handle some tricks. :)
But, still it doesn't solve the sending problem.

However, there is a compromising way to send mails for the time being,
provided that you have at least one old account (which was supposed to
be registered before 2001).  Just set the antiquated hotmail account
to the mode of "WebDav" and set all outgoing severs of newer accounts
to use that one. Or, you may even send mails via non-hotmail smtp
servers, such as the yahoo or gmail smtp server.
