The posts about "Don't Display This Page Again" gave me a clue. If you have enabled the "Today" page like I did, you will get the negative vibes error. To disable it, go to "Options/Customize Your Mail/Today Page Settings" and toggle the "Skip the Today page and take me straight to my inbox" setting. Webmail/Hotmail started working for me again after I did that.
