If a user account works with WebDav then set it to that and leave it alone. The WebDav setting is, by far, the most stable and full functioning option you can have with the Hotmail extension. The gyrations that the Hotmail extension has to go through to screen scrape the messages on non-WebDav accounts and convert them to POP (especially for large attachments) is the cause of length of time and high CPU utilization observed.
Even with that the obnoxious "you talked and we listened" page that is placed in the account also affects WebDav accounts and it needs to be cleared manually on the Hotmail web interface. It is also not a one time event. I am seeing the page being forced back from time to time on accounts where I have cleared it. These extensions by the very nature of what they have to do are not robust and every time the Webmail services make a change they are likely to break and have to be updated. Do not ever expect any of these extensions to work "permanently". It you want those you support to have a more robust solution for Hotmail with a mail client then they either need to pay for Hotmail and get direct POP/SMTP access or they can use the Windows Live Mail client which provides DeltaSync access (the proprietary and secured replacement for WebDav) for all Hotmail accounts.
