Probably because they wanted to work with a group of smaller rollouts
before tackling a larger rollout in the US.

Yes, once the servers are available then you will be able to use a
free Hotmail account in Outlook Express.  I expect that once the
rollout is complete they will execute the delayed demise of WebDav
connectivity and then any old free WebDav accounts currently used as
http accounts in OE will have to convert to the free POP/SMTP
servers.
