Ahh! I think I see a possible problem for Frank. Hotmail say that they 
will decide which territory an account is based in on a combination of 
the account information (where you've told them you live) and the IP 
address you're sending from (where you actually are). If Frank isn't a 
Canadian resident, or he uses a USA ISP, he won't get free access.
