Hotmail is rolling out yet another new "information" screen when logging on to Hotmail. Not all accounts are getting this screen at the same time.
It seems this may be an ongoing thing - for now users of the Hotmail extension *MUST* get used to logging on to the account to see if the need to check the "do not show this screen again" box. It may well be worthwhile for the Webmail Author to post a sticky at the head of the forum warning of this need.
