However, I believe that the Webmail Author has made best efforts to
avoid these instances.

There are some circumstances that can guarantee a re-download of all
messages.  There are some options in  the Hotmail extension that can
help to avoid a re-download of all messages on the Hotmail server.

Nevertheless, I am sure that you will not want me to prompt you to
answers I might me expecting  ... so please tell us - in as much
detail that omits any personal attribution as possible -  of any
changes you have made to your Hotmail account in the past month or
so.
