I had exactly the same troubles: - Could not connect to server localhost; the connection was refused - Kon niet verbinden met server localhost; de verbinding werd geweigerd
I was going crazy with this item, but the 127.0.0.1 - thing (change localhost in 127.0.0.1) solved the problem.
