After some research this is what I found on my end...

1> 70+ read messages in my webmail inbox.
2> No seasonal messages ie Christmas cards or otherwise. Most of those
are going to my Gmail imap account anyway.
3> Switch my anti-virus to scan on write only - Problem goes away - I
normally keep read/write on as I have had a couple viruses to sneak by
somehow in write
     only mode.
     Apparently there a lot Disk/Memory reading going on.
4> Deleted all message but 10 messages on webmail server
     This virtually removed the problem. I lucky that sense as I
normally keep only a month's worth of email in my inbox in case of
system crashes.
     I normally leave copies all my messages on the server as I
download from multiple locations so this not a way to solve the
problem.
5> This large delay was occurring even when I had no new messages to
receive. I probably would not even notice except for this.
6> There is firewalls on two of the systems that I use TB on and I am
unable to use pop3 on those. Outlook Express 6 doesn't work with
Hotmail on those
     systems. I spent two months working with the Hotmail lack of
support team trying to get it fix; gave up. I going try out Linux's
Ubuntu server and desktop
     operating systems at those sites; although, this require me
switch accounting programs. At least it is that time to start a new
accounting year so it as much
     trouble as a mid year or year conversion. I will them run in
parallel until I comfortable in the switch on.

If this overhead is doing the same read/write as the inbox then it
most likely cause the same problems. Oh well, I will try Poppeeper on
those systems as it doesn't seem to have the overhead problem.
