Hotmail does provide a free IMAP experience for all Hotmail accounts.
However to use it you must use Microsoft's Windows Live Mail client
and Microsoft's proprietary DeltaSync connection method (which
replaced WebDAV).  Microsoft wants Hotmail users to use this method
because it uses their servers more efficiently.  The only rolled free
POP access after they had done their best to get most users on
WLM.
