#5617: $time->format skips skips over argument in default value list

 the function "format" in the "time" helper states that $format is default
 to 'd-m-Y'  but this can never happen since there is no default set for
 the next value in the argument list for the function $date. So if we want
 a $date formatted to the default we will have to enter both values.

 format($format = 'd-m-Y', $date, $invalid = false, $userOffset = null)
                             ^^ can not skip value in function list
