Comment:

 I am able to reproduce this error. I don't know how to write a test case
 for this, but the steps are simple:

 1. Set a view variable in AppController::beforeFilter().
 $this->set('admin', true);
 2. Use the variable in your layout file. if ($admin) { ... }
 3. Either navigate to a non-existant page, or include an $html->css() (or
 probably JS) call that references a non-existant CSS (or JS) file.
 4. Check your log file.
