Comment:

 This is user error.  What occurs is the default layout is used to render
 an error page for which (a) AppController callbacks are not being executed
 or (b) the error is in AppController itself, so an error page is being
 rendered with Cake's internal error controller. Therefore, you should
 either correct the error in your application or use {{{isset()}}} around
 your layout variables.  There is nothing that Cake can do about this.
