#5692: Show app tests first, and then the core tests

If you access test.php you get the following view:

Core
Test Groups
Test Cases
App
Test Groups
Test Cases
}}}
As you usually work with the application tests and not with the core tests
it would make sense to change the order to:
{{{
App
Test Groups
Test Cases
Core
Test Groups
Test Cases
}}}
This also means that instead of the "core test groups" the "app test
groups" should be shown by default.
