For the call to Model::schema from Model::create it should always get an

That's not entirely correct. $db->describe() in Model::schema() can return
null according to the API
(http://api.cakephp.org/class_data_source.html#d55e3bd003943271acb770bd0f5c9ffc):
"Returns a Model description (metadata) or null if none found." And its
result is then returned by Model::schema().
