#5756: CSS linking with params doesn't work for themes

Looking into cake/libs/view/helpers/html.php reveals that the issue is in
calling the Helper::webroot method. The $path parameter being passed to
this method includes the querystring, which results in the file not being
found in the file system. As a result, the themed path is not being used
under webroot, defaulting to the primary css path.
A potential fix (though I admit it doesn't suit CakePHP's coding
standards) is to change line 356 of html.php from this:

$url = $this->webroot($path);
}}}
to this:
{{{
if (strpos($path, '?') === false) {
$url = $this->webroot($path);
} else {
$url = $this->webroot(substr($path, 0, strpos($path, '?')));
}
}}}
