#5756: CSS linking with params doesn't work for themes

While attempting to import CSS stylesheets via HtmlHelper's css() method,
I encountered a bug relating to querystring parameters in the URL.
These two methods of linking work, importing from URL
"/themed/theme_name/css/main.css":

<?php echo $html->css('main');?>
<?php echo $html->css('main.css');?>
}}}
This method of linking does not work, linking to URL "/css/main.css?v=1.2"
when it should instead link to "/themed/theme_name/css/main.css?v=1.2":
{{{
<?php echo $html->css('main.css?v=1.2');
}}}
Versioning CSS files is a necessity for sites like Facebook, which
permanently caches CSS files upon first retrieval based upon the filename
+ query params.
