#5817: Fixtures for plugin controllers never load

Right now, there's no way to auto-load fixtures properly while testing a
plugin controller, I've been testing my 'users' plugin and noticed that
Cake was trying to load a wrong model - 'User' instead of 'Users.User'.
Possible fix lies in, CakeTestCase::startController

if ($controller->uses === false) {
$list = array($controller->modelClass);
} else {
$list = is_array($controller->uses) ?
$controller->uses : array($controller->uses);
}
}}}
It also needs to consider $controller->plugin
Bug is confirmed in latest version also.
