#5908: Move core tests outside the cake folder

I think it would make sense to move the core tests outside the cake folder
(e.g. to /tests), as it would make the update a bit easier for those who
don't want to have the core tests in their cake installation. Currently,
you have to delete the folders /cake/tests/cases, /cake/tests/groups,
/cake/tests/fixtures, and /cake/tests/test_app after each update.[[BR]]

An alternative is to provide additional packages without core tests.
