 assertTags() method fails when checking for presence of empty property.
 Test case:

 {{{
 $data = '<test empty="" />';
 $expected = array('test' => array('empty'));

 $this->assertTrue($this->assertTags($data, $expected)); //fails.

 $expected = array('test' => array('empty' => ''));
 $this->assertTrue($this->assertTags($data, $expected)); //works
 }}}

 Both should pass the test.
