Comment:

 No, startup() is always fired after beforeFilter().  Changing this would
 require re-architecting all the components. BeforeFilter() can be used to
 configure/disable components as well.  Moving startup would prevent that
 as well. Wanting to access the converted XML data in beforeFilter() is a
 change in behavior and is an enhancement.
