#6243: query string parameter passed not handle properly

when i submitted input from view "abc & xyz" (input from inputbox named
'name') and submited to index page wich redirect further to welcome page
,when i dump array values it print only "abc" not "abc & xyz".
verison i used is cake_1.2.2.8120

any suggestion to change code to handle GET request properly or some patch
to solve this.
