New description:

 when i submitted input from view "abc & xyz" (input from inputbox named
 'name') and submited to index page wich redirect further to welcome page
 ,when i dump array values it print only "abc" not "abc & xyz".

 verison i used is cake_1.2.2.8120

 ---- code here -----
 function index(){
  $this->redirect(array('controller' => 'users',
                         'action' => 'welcome',
 urlencode($this->data['name'])
 ));
 }

 function welcome(){
    print_r($_GET);
    $this->autoRender = false;
 }
 ----------------------

 any suggestion to change code to handle GET request properly or some patch
 to solve this.

Comment (by mark_story):

 What do you mean queryString params are not properly handled? Do you have
 an example of some code to reproduce this issue. There are a few existing
 tests for querystring parameter handling. So some additional information
 / sample code would be helpful.
