#6524: isSSL does not allways return true on apache, even if going over https

 just got a problem, where the RequestHandler->isSSL() method doesn't
 return true, allthough I'm using SSL over https.
 As I found out, $_SERVER['HTTPS'] returns '1' instead of 'on'. So I got
 this entry from php.net:

 function isSSL(){

   if($_SERVER['https'] == 1) /* Apache */ {
      return TRUE;
   } elseif ($_SERVER['https'] == 'on') /* IIS */ {
      return TRUE;
   } elseif ($_SERVER['SERVER_PORT'] == 443) /* others */ {
      return TRUE;
   } else {
   return FALSE; /* just using http */
