Actually when I put Tagger in there it was for my development use only
when it didn't work as intended i.e. adding and removing tags, I felt
that it would still be handy for seeing the tags without going into
edit mode so I left it in. And since its 'not working' was causing
concern I decided to remove it.  As far as 'constraining decisions' I
do admit to leaving out about 400 other plugins as well :-)

There is no mention of the DeprecatedFunctionsPlugin on the author's
site http://tw.lewcid.org/#TaggerPlugin that I can see including the
documentation. And having imported the plugin I didn't see it in the
header of the imported version where it is glaringly obvious. However
that is no excuse and I do apologize for my oversight.

So to maintain my preferred title of benevolent dictator :-) I've
decided to restore tagger in both TW Notes and TWT-Notes for it may
very well be beneficial to the more sophisticated users of these Note
TWs i.e. compared to the lesser beings using the No-Brainer
version :-)

So Eric, thanks for spotting the DeprecatedFunctionsPlugin
requirement, it's renewed my faith in obsolete things:-)
