umm.... ImportTiddlersPlugin extends and completely replaces the
functionality that is available in the TW core's backstage import
feature, which absolutely *does* include the ability to "load the
tiddlers for offline reading"... in fact, that's the primary purpose
for the plugin!

Perhaps you are referring to a differernt plugin, IncludePlugin, which
pulls tiddlers from another document for *on-the-fly* loading, but
does not actually *import* and save those tiddlers with the current
document (and doesn't permit local editing of 'included' tiddlers,
either).

TiddlyWiki is written in Javascript, a language that runs within the
browser... on the *client-side*.  There is no such thing as a ServerTW
because there's nothing on the server that could 'run' a TW document
in order to invoke the server-side plugins and transmit tiddler
content... to do that, you need to use *some* kind of programming that
is written specificlaly to run *server-side*... and hence, the
development of ccTiddly and TiddlyWeb.
