Overlay.js is not part of a standard Firefox distribution, and it's certainly not part of TiddlyTools (which is, after all, a self- contained TW document)... Perhaps it's part of some Firefox add-on that you installed. If you start Firefox with the "--profile-manager" command line option, you can create a new profile so you can try things without any extra add-ons confusing the matter.
