Hi I don't know what your objectives are for wanting this functionality from a single plugin - however there has been made many GTD-TWs which address goal-keeping and taskmanagement with similar functionalities. I would definitely try Mr Dave Giffords TiddlyDu3 http://www.giffmex.org/tiddlydu3.html or Morris Gray's variant based on it here: http://twtudu.tiddlyspot.com/ The idea of having reminders "popping up" is included in the way the whole thing is set up. I'm sure you'll find a workaround with Mr Giffords TW which can do what you want - if it's at all about task- and goalsmanagement..
