Yes that works thanks,

It was further complicated by cookieJar holding these options as
false. Thus since I was not using cookieJar in my test tiddlywiki I
did not see this until cookiejar was one of the plugins I carried
over.

Perhaps SearchOptionsPlugin could be set to revert to the default
behavior unless overridden as this seems to be a trick on new players,
given it effects an underlying / core setting that may have a non
local effect.
