stored as *browser-based* cookies.  It also includes a button to
*manually* 'bake' those cookies into a CookieJar tiddler so that the
settings are stored with the document instead of the browser.

Extends the [[CookieJar]] handling to *automatically* store option
values.  Unlike the manually 'baked' cookies, portable cookies are
added/removed whenever they are changed, so that you can use your
document on *any* system and have your current options settings travel
