I had the same problem -- for some reason the following info is not
documented, or perhaps some plugin/setup overwrites the encryption
install. In the ToolbarCommands tiddler, you need to add
'decryptThis'. So the ~ViewToolbar portion of that tiddler might look
like this:

|~ViewToolbar|newHere decryptThis closeTiddler +editTiddler
deleteTiddler > fields syncing permalink references jump|
