The database is the back end of a CMS and it is on a local network
without any web exposure.  The files are associated with specific
cases, but of course, you need to query the index table to know which
files are associated with which cases.  One reason for considering TW
as an alternative application to the CMS application to supply the
interface to the files is that it would make it possible to open
multiple TW's as tabs within a single browser window so that the user
would have nearly instant access to the files for any one of a number
of individual cases.

The TW files would also be stored on the local file system. I suppose
TW isn't really a requirement, but it opens up the potential for many
other options, such as storing notes or metadata.  I would compare it
to putting sticky notes on the paper files. The electronic files being
accessed can't be modified, so having an easy way to create notes that
relate to specific files would be nice.
