This sounds like something you would want to do with a CGI script or backend process that returns query results as XML or JSON. You could embed a multipurpose script that would be run locally or remotely against a sqlite or any other DB(configurable) in the documentation for a tiddler plug-in. Or you could promote your favorite web back end by making it specific to your favorite web environment.
