Rather than system vs non-system, a filter run that let's you specify any type of criteria would be useful. You might want to import only items with certain tags, for instance.
At the moment, the easiest way to achieve your goal is to use the advanced search filter dialog to export just the tiddlers you want to import. On FF, after you export, you click on the blue down arrow at the top to find and open the directory that has your exported json. The exported tiddlers will be highlighted. This makes it easy to grab the file, drag it, and drop back into the TW where it is needed. I guess what I'm saying is that the filter-before-export approach is pretty fast. Not everyone knows how convenient the download manager is. Beg your pardon if you already knew all this.
