Part of your requirements could be satisfied with tiddlysnip in firefox. Select text in a webpage and snip it and it will be placed in a tiddler of you nominated tiddlywiki (Not an open one). It will also record the source web page.
Thus it will a. open a new tiddler* (tiddlysnip will Create tiddler in the target tiddlyWiki use the option to open the wiki)* b. paste the last URL from Firefox into the tiddler *(Will record where the snip came from and include URL's in the selection)* c. paste the path of the file into the tiddler *(On download open folder then copy the folder you saved to from the address bar and Past into your snipped tiddler shortly after)* d. present a menu of tags which could be checked as needed (use the directories in the path as tags?) *Can specify tags when snipping* e. enter the filename as a default title or position the cursor in the title for editing Try this out your self and ask any questions you want.
