Folks I have always believed there should be an empty edition but once one knows tiddlywiki and wants to build your own an empty edition is a great place to start.
I do believe a standard edition with just a little more is needed to make the introduction to tiddlywiki a little smoother. I have listed what I think should be there in the past but this can be decided as a community. The standard could change a little more rapidly and by popular demand. I agree if the difference between standard and empty were packaged or documented with selective removal options even those with the standard could revert to empty, perhaps the standard could contain the big green button to generate empty.html. Personaly I believe this continues to be a barrier to the community building a better entry point into the tiddlywiki platform buy only ever "selling" the basic no frills model that does not help adoption or exploration for new users.
