It does work. The dark stripe on top is the MainMenu. The second
button from the left ( » ) opens the Sidebar. Hit PageDown, only the
story scrolls, the sidebar doesn't scroll. This is convenient when you
have a few items in the Sidebar and you want it to be always there.
Now open up "contents" > "All". The sidebar is too long and you can't
get to the bottom of it. The first button on the MainMenu shows a
downward arrow and the popup hint is "scroll sidebar". This is when
you push it. The arrow filps up and the hint is "hover sidebar". In
this mode, the sidebar scrolls along with the story.

I didn't use the word "pin" for the hint as some might perceive "pin"
as pinning to the page so it scrolls with the page, while others would
argue that when you pin it, you expect it to stay put, i.e. always
visible. After much consideration I chose the terms "scroll" and
"hover", but they might not be intuitive for you.
