I am not sure what you mean. If you open some system or shadow tiddlers, the tiddler title may start on the viewtoolbar line. Bu the actual toolbar doesn't move up and down. I did make some changes since posting this thread. Refresh the webpage and see if you still see the behavior, and try to describe it more precisely.
