I brought it up because I interpreted your question to partly be about constructing URLs from tiddler titles or some such and there is the encode URI <https://tiddlywiki.com/prerelease/#encodeuri%20Operator> operator to replace problematic characters in this. Maybe you just wanted some eye-friendly slug, in which case I suggest you like this proposal <https://github.com/Jermolene/TiddlyWiki5/issues/3379>.
