There is no out of the box support for this, but there are two options that 
should do what you want but with some tweaking and work:
1) use the new xml plugin (search this group for it) to create tiddlers 
from the xml file.
2) write a custom deserializer to import freemind format xml. Not difficult 
but requires javascript knowledge.
