@Tony I don't have the ability to test our your attachment at the moment. 
However, creating a float with a given tiddler is as simple as:

<$action-sendmessage $message="tm-float" $param=<<currentTiddler>>/>

Also, the structure of a float is based on a template in a tiddler. You can 
also specify a different template to use for any float.
