You are right that technology can help us achieve our goal IF we know 
exactly what our goal is. :)

For example, I've attached a search tab that lets you create a new tiddler 
based on what you’re looking for, so you can be pretty sure you’re not 
describing the same idea twice. If you consistently use this method to 
create tiddlers, you will immediately check when entering the name of the 
new tiddler to see if you have previously written a note on that topic.

The "plugin" requires you to mark new tiddlers with the Reading Inbox

to keep them separate from the final notes (based on the advice of Evergreen
